It's a matter of opinion. If you like quick scoping, noob tubing or other BS then yeah, Blops is worse. Personally I like how in Blops the weapons have more recoil, so you have to have more skill, or control, to use them. Weapons also do less damage so if someone shoots you in the ass you can sometimes turn and kill them, if you're fast and they're terrible. This isn't the case in the MW games. Even if the guy's a bad player, you're dead before you can do anything about it 99% of the time. It's these things which IMO make Blops more a game of skill, and MW more noob-friendly (luck can get you more kills).
Blops also had great maps, and fun weapons like the ballistic knife and tomahawk. The Cod points and wager matches were also great additions. You could also turn off aim assist, and mix audio (voice, FX etc) seperately, both features which are missing in MW3. Furthermore in Blops Hardcore mode, after 3 team kills you were booted, and these didn't count as deaths for the guys you killed. In MW3 you can kill as many of your team as you want, and it counts towards their deaths. I assume everything that I've just said about MW3 is also true for earlier MW games.
