Illegally parked cars

Hi guys,
My Google skills are a little weak this evening.
I'm trying to find out what laws would be broken by illegally parking in certain ways, and what the penalties for breaking said laws would be.
Specifically: parking within 10 metres or opposite of a junction, parking on a bend (not sure if that specifically is illegal, if not then it is an offence regardless as it's causing an obstruction to other road users), and parking/driving on the pavement.

No, it's not me that has done this! I'm trying to take action against people parking very badly in my area as their parking is a danger to pedestrians and other road users.
It's been raised to the police many times by others in the community but nothing has yet been done, so my plan now is to gather photographic evidence and go down to the police station with 30-40 pictures showing people parked illegally and dangerously at various times. I was planning to do some flyers with the fine/penalty on and stick them under their windscreen wipers saying "this is what you would've got if I was a police offier. Your registration has been passed onto the police" however I've read there is a possibility of being fined for that so I went off that pretty quickly :p

Petty? Maybe...but I've had more near misses on this section of road than anywhere else, due to poor visibility - 4x4s and people carriers parked at random obscuring the bend - and morons driving on the pavement, coming onto the road without even indicating and nearly hitting me. I'm sick to death of having to avoid that section of road due to this sheer idiocy, when all it would take is a PC (or PCSO if they can do this?) to go down there for maybe half an hour each day, fill out the appropriate forms and slap 5-10 people every day with fines and penalties - they'd soon learn.

Any info on this would be appreciated :)
 
Isn't this the case for most city junctions? I turn out of a T in the road to go right where I live and as there are cars parked so close to the junction it's impossible to see if there's a car coming from the right.
 
10m from a junction or kerb is what I have been told.
I grassed a company from like down the road up, they used to park about 5 of their company vans so its impossible for anyone to see.

Yep, I know it's definitely 10m or 32ft from a junction, any closer than that and it's illegal. Just not sure what law or act that breaks, or what the penalty is.
 
To turn into my road, there is always cars parked within 10 meters of the turning making it hard to get out as you can't see and hard to turn in as there isn't a lot of space.

Cars often get held up as someone is trying to turn into the road put can't as there is someone trying to get out.

Don't be a wimp, do this and deny it was you, that is if it even is illegal, and I don't see why it would be? As long as you don't try and make it look like you are actually attempting to fine them.

As someone who has had a note left on their car by people who have taken a disliking to something I have done, please leave a phone number or other form of contact detail so one can contact you back and dispute your grievance, to not do so is cowardly.

From what I've seen it can be classed as littering, as the note is the person or organisation who put it there's responsibility, so even if the car owner throws it on the ground it's not their problem but mine.
It's not my intention to break one law to tell someone they're breaking another :p
Obviously I would've left my name and number so that they could discuss their inability to park considerately if they wished. However, it's then somewhat difficult to deny it was me heh.
I'll do some more Googling today and try to find my copy of the Highway Code, get details of the specific penalties, and carry on.
