Block everything but Ports 25, 80, 110, 143 and 443 for outbound connections. That way he can only use it for e-mail and web surfing.
Most routers, even those without QoS, can do this.

If a lodger was smoking, and asked to use my internet, I'd wonder why they didn't stop smoking and pay for their own connection. Or even pay half of the subcscription fee with me.
Agreed, if the lodger had agreed that his rent included sharing of the router, then fine.It was in reference to the give him 1KB/s, which is unusable. If I was a lodger I'd expect to have basic internet access as part of the bills included (and would have made sure before lodging with someone).
