Exploitative? The models get paid a fair bit for basically standing there. The only people who could possibly be exploited are the men who buy the newspaper.

Not to mention the models are adult, and if you are offended then just don't buy the paper.

Why would anyone want to ban Page 3?

It would just give these tat-rags yet MORE page space to print utter nonsense on, when I'd much rather get a look at a nice rack over the shoulder of whatever poor sod happens to be reading such a publication on the bus instead.
