The thrust is not coming from being in contact with a surface, it's from the engines displacing air. With a car, the thrust is coming from rotating the wheels which apply a force parallel to the ground. So with a plane, the velocity of the treadmill will only change the frictional force and this will have a small impact. However with a car, if the treadmill is moving then for movement to occur the velocity of the wheels must be > the velocity of the treadmill.
