i7 950 @ 4.2ghz ram running @ 800mhz

Today I installed my NZXT Havik! I overclocked my i7 to 4.2ghz on 1.35v and checked cpuz and say my ram was running at 800mhz. I have the target ram speed at 1600mhz. I have tried different speeds but it doesn't budge.
Specs:

i7 950, Asus p6x58d-e, 12GB Corsair XMS3.
