Best Total War Series for mods

Anyone recommend which Total War I should go for with regard to mods? I here there is a Lord of the Rings conversion for Medieval II?

Never played any Total War games and I'm not too fussed about the current content but a Fantasy /SciFi theme would definately be interesting. Especially considering the current Steam sale.

Any advice would be appreciated :)
 
Note that you need TW2 Kingdoms for the Lord of the Rings mod, and it's not included on Steam as far as I can see.
 
Despite the claims from CA about Empire being the "most moddable game" M2 and Rome remain the best for mods. While they removed the hard coded limits for unit sizes, factions and provinces they restricted modder's access and thus their ability to significantly change the game beyond what are essentially tweaks. There's some great mods out for Empire, Nappy and S2 but there's not really any decent total conversions as modding the map has been largely unsuccessful from what i've seen.

M2 on the other hand has the peerless Stainless Steel mod which is a fantastic overhaul of the base game as well as countless curiosity total conversions like the LOTR mod, the westeros mod and basically your pick of 20-30 historical periods.

Just look at the popularity of the individual forums on TWC to see you answer: more people viewing he M2 folder than the rest of the forum combined.
