Because it is.
You need to clarify a bit more because you can pass to someone beyond the last man (defender).

It obviously makes sense to someone who knows the offside rule. I can't imagine someone who has no idea what it is would figure it out from that diagram.

You can, actually

As long as two players from the same side are level with each other when the pass is made, you can pass forwards to a player who is well beyond the last man.

Take a look at the Laws of the Game, LAW 11 – OFFSIDE (pages 100 -108). Should be very clear now.
