I believe it's wrong because we shouldn't care about the colour of a policeman's skin. I struggle to see why it even matters.
If those who complain really see it as an issue then perhaps they should go and sign up.

I don't believe that black or white people are different at all, removing any need for a set criteria of a certain percentage of each group - because it's meaningless.
If all the best people who took the test were black, I'd be happy with a BETTER police force which was all black, the same applies to White, Chinese or Indian etc - best person for the job - I really don't care what colour they are in the end.
That's what equality is.
If the reason is to give a good representation of the community, are they implying that "all black people are the same", so if we get 2 black people we are "catering for the needs of them" - I think people should agree that our social diversity is a little more deep & complex than skin colour.
You get black & white rockers, ravers, chavs, posh people, criminals, lazy people, scum, scientists & office people - I'd say these sub-sets are more linked than skin colour & if you wanted to represent the population you would split it by more important things than skin colour (which is completely meaningless)
Black people & white people are the same, I know some white people who are more into black culture than my black friends - what about goths?, they are a small social group - also a goth is more different to me than the average black guy is.
This is why positive discrimination is a flawed concept, because regardless of the agenda is still discrimination .
Discrimination against a white person to even things out for black people is just as bad as the first set of discrimination they are trying to combat.
