I didn't actually know this until a few months ago when a biologist friend corrected me so I can't take all the credit for stating most of those in this thread are WRONG... :p

Can probably find a better source than Wikipedia easier than scratching my own arse, if you really need one. Excessively pedantic restrictions on terminology are not necessary in every-day conversation.
 
Last time I checked my legs didn't have elbows and certainly weren't attached to my shoulders...;)

But why does that make them arms over legs.

Does a leg have to have a knee and does an arm have to have an elbow. Surly the definition isn't on structure but what it's main use is.

Don't horses hind legs have "elbows".
So are they infact arms, but then it's a pelvis not a shoulder.

So how does horse fit into this.

And on the other end, how's elephant fit into your classification. Shoulder, no elbow.

No, A horse has a hock on their hind limbs, attached to a pelvis at the top. The front limbs have an elbow and are connected to shoulder blades.

Also interestingly the bit everyone thinks of of a knee on the hind limb of a horse is actually (essentially) their ankle... The knee equivalent is right up the top.

I don't know the specifics as to why but looking in a bit of detail at the skeletal structures of all the animals mentioned (including humans in this) it's fairly easy to see why animals front limbs are not actually legs. The back and front limbs are significantly different in the way they attach to the body and the makeup of the actual limb itself.
