It's invitation only. There have been occasions where a thread has been started to invite nominations from people either for themselves or others but it's not a common occurrence, at least in the time that I've been here.
What Zefan linked you to is the RTM function and we do appreciate people utilising it when they think they see rule breaks or issues (it can be as simple as someone posting in the wrong sub-forum or it can be more serious), sensible use of the RTM function is never likely to hurt your chances of becoming a member of the moderation team however it's not the be all and end all of it. I would also say that just because something is RTM'd doesn't mean that action will always be taken on it, sometimes it simply doesn't merit moderation at that point in time - however it should be looked at so if you've RTM'd something then you've done your part in highlighting it as a potential issue.
