Cheapest ICS based phone?

Official? Galaxy Nexus at the moment as far as I'm aware.

Custom Rom? Second hand T-Mobile G1 is probably the cheapest

That would be the £500 Galaxy Nexus.

It is available on other devices but only in alpha/beta form at the moment and none of them have official release dates.

You could get a Nexus S for £199 and that will get the official Google update for it.

If you use a custom ROM, you can get an older model of android phone and get an ICS build on there.

I'm about to try this on my Desire HD, it's built from the ICS source code:

ICS seems to run well on the original Galaxy S or as Robbo mentions the Nexus S would be another good bet.

Nexus S for £199 new is a pretty good deal. It's a decent phone, if a little cheap-feeling. They are all getting the official Google update to Android v4.
