Mondeo? I would look for a Titanium X TDCI 57/08 reg around that budget...
is there a better engine for that? any one's he should avoid? i assume the 1.8 is crap?

I've driven both the 1.8TDCI and the 2.0TDCI. I'd avoid the 1.8 as it doesn't seem to offer outstanding economy results as opposed to the more powerful 2.0 unit.
Also there may not be the need for the Titanium X for your dad. Yes the interior will be a tad nicer, with a few mod cons as standard. But a specced Zetec will be more than adequate, which will keep costs down as the tyres will be cheaper than the Titanium X model.

I wouldn't want to do 20k miles in a Zetec model, unless it had the optional cruise control, improved CD player etc. The middle ground is the straight "Titanium" trim, although that will still have the larger alloy wheels.
I agree with your comments on the engines, I preferred the 2.0TDCI engine (although I ultimately bought a petrol one)
I get 44mpg out of my 140ps and im not light on the throttle!
I image someone doing 20k miles will get ~50mpg easily. (Not sure about the GTi though??)
Sorry but 44mpg out of a 2.0 petrol Golf. I just plain don't believe you (you linked to petrol ones so a reasonable assumption is for me to assume your is petrol too).
