I'm on a budget of a PC that I use for 1080p Movies/Games, which process is suitable for me?

Not a heavy gamer as I have a gaming console

Don't need a PC case as I've current have one that I can use, Is Intel i3 2100 the best i3 CPU? Also what's the difference between H67 and Z68 motherboard? and GTX460 is good for gaming? what CPU fan should I use for OC?

Okay fair enough, well if it fits in budget then get the 2120, as its slightly faster and you can't overclock the i3s.

Z68 allows overclocking ("K" version chips only such as i5 2500K)

The 460 is good for gaming yes, although without a case in the budget you might be able to get a better GPU.

As I said, H67 doesn't allow overclock and the i3 can't anyway but it's ideal for gaming.

Could the i3 gain more GHz? and I will have to see in few weeks to see if I can raise my budget a bit to get the i5 2500K
 
No unfortunately not, but it is very fast as it is and won't limit your gaming or HD video at all. If you want an i5 and can afford one, then you'd need a Z68 motherboard too which will add £25 or so.
 
i3 2100 on integrated graphics will be excellent for this, running one right now and they are as excellent little chips :D
