how do I control the PWM on the fan? I have it plugged into my 4pin fan header on my mobo with the low noise adapter.

fan speed is currently at 1124 rpm
 
Is the low noise adapter a 3 pin plug? PWM fans use a 4 pin connection to the cpu header, the 4th pin supplies the PWM signal from the mobo. Youll also have to enable cpu fan control in bios.

the low noise adapter is 4 pin,my mobo is msi p67a gd65 so not sure if I can do that in bios
 
The Low noise adapter control the fan speed via voltage control meaning it operates at 7V rather than 12V. Although the header is a 4-pin one, I suspect it only has three cables rather than a fourth one for PWM. For PWM functionality, plug the fan straight to the CPU header on the mobo and use your BIOS to control the speed.
