What it's showing is that they have full root shell access to the Boston Police news site.
It's not a borked page, it's a dump of the underlying wordpress code that runs the site, along with the users, passwords, database settings and everything else.

To be honest, by now it wouldn't surprise me if they have full root access to just about EVERY Police forces' websites, and are just picking certain ones to take out / expose at will.

by the emails and users boston police department. Not sure. But basically they've just found a vuln in a script and rooted the database and leaked everything like the md5 encrypted passwords. And boy do I miss greyhat hacking.
