I have 2 of the 1200RPM Kaze Jyuni's and, whilst they're not silent, aren't overly intrusive and still shift a good amount of air.
Hopefully I can find a fan controller soon.

I have one of these, i think the reason it is so loud is because it moves a lot more air than most at the same speed. so the reason you perceive it to be loud at a low rpm is because its moving more air than a 'quiet' fan would be at the same speed?

Think i'll go for the 140mm versions of the Akasa Vipers. I won't need them pushing 110 CFM so they'll be relativley quiet.

I have 2 x 140mm vipers (also 4 x 120mm vipers)running between 700 - 900 RPM they are very quiet.I see your point i haven't used them personally was just going by the specs. My original antec fans on my 920 could suck in a small dog from 10 ft away but they had a very high pitch whine, really annoying so went for the vipers.
