Asus P8P67 Only Booting When It Feels Like It

This board is giving me some trouble, here's the problem.
When I turn my PC on, the DRAM red LED will flash slowly - this indicates there is a problem with the RAM. However I do not believe there is. From here it doesn't POST and there are no signs of life coming from the monitor/keyboard/mouse.
Then if I reset (hold down powere for 5 seconds then press again) the same thing happens (powering the PSU off doesn't help). But if I do it 3/4 times, one of three things can happen:
  1. It boots with no problems at all.
  2. After POST I get an 'Overclocking Failed' message and have to go into BIOS and do precisely nothing because the same thing can happen when nothing is overclocked. After that it boots fine.
  3. Entering windows will take a couple of minutes and then BSOD before windows.

After any period of time after a shut down I have to go through the same 'cycle' to get back in. As you can no doubt tell, this is not healthy.
I've tried each of the two RAM sticks in every DIMM one at a time and both in each order and I've flashed the BIOS to the newest version - 2103.
Now I'm stuck for ideas.

Any help is appreciated.
 
test with just one stick of ram,see if it bootsup,if fine,then pull out that stick and test the same way with the other stick,could have a faulty module of ram
 
Do you ever unplug it from the mains/switch it off from the mains?

Mine seems to do a weird double-boot and "Overclocking Failed" if I've had a power cut.

When it's had a consistent power connection, it seems to be fine.
 
I only ever do normal shut downs (or sleep).
Now you mention that; it does seem to boot up fine if it's only been shut down very recently.

CMOS reset didn't work : /
 
I mean after you perform a normal shut down - do you unplug it from the mains or switch the mains off (for some kind of "saving energy" reasons)?
 
Are you using RAM on the certified list? if so an RMA is probably in order... I had P8P67-M that did this except it wouldn't boot at all, it came on very suddenly too one minute I was tinkering in the bios the next it wouldn't post and remained dead ever since. I bought ram that it definitely supported but no luck so I rma'ed, the replacement has been flawless.

Then after about a minute I'll turn it off then turn it on again. Then it works fine; and the red DRAM LED is does not light.

If I don't give it that minute of warmup time then it will take multiple restarts to work.
Also if it's only recently been shut down it starts up fine.

How olds the PSU? I had an OCZ StealthXstream 600watts and it started to do the "warm-up" thing for months and months before it finaly wouldnt turn on anymore. Just a suggestion cause i cant think of anything else except for ram timings and voltages.
 
Today it started up completely normally with no issues at all; totally out of the blue. It's probably a one off, but we'll see.

I have an OCZ ModXSteam 700W PSU, it's only about two years old.

Could still be faulty PSU,one time I had OCZ PSU 700w that would boot up sometimes,I was lucky it was still under warranty,got it RMAed and got a newer model(brand new) that solved my boot issues.
 
A small update:

If I put it to sleep, when it wakes up I can't use the mouse and it can't shut down - it just goes into the shutting down state forever.

I'm not sure if this points to anything in particular as a cause but there it is.
 
I replaced the CMOS battery and on the first boot after doing so it booted fine but since then I've stiil had no luck : /
