I think that's somewhat debatable, as a great many of our technological achievements come from striving to overcome the opposition. Evidence of this can be seen in the technological advancements made during the World Wars and also those made during the Cold War.
Agreed, when there's no war or issues, we like to just tick along at a mediocre pace (good old human laziness). We need wars or issues to over come. Just look at green tech. It's only starting to get a massive boost due to political pressure due to climate change.
