Strange problem with card fan

I have a bit of a strange problem with my Sapphire HD6950 Toxic edition, the card works perfectly except the fan does not always come on at boot. In order to start the fan i have to spin it manually. I can't work out what causes it not to start as sometimes it does start and sometimes it doesn't.

So, is there anything I can do to fix it or RMA it?

I did have a normal case fan do that and it eventually gave up the ghost.

RMA time I would say.
