The officials obviously didn't see it. Terry had both arms outstretched either side of him (not down by his side) and it stopped a decent cross.
That's a penalty in the official rule book. Stonewall.

Of course it wasn't. The ref was right in that situation. You would have made the wrong judgement from your armchair.
