Why is that guy wearing a balaclava? I always think they're special forces that have been brought in to assist which is why they're covered... I mean, there's bound to be a few of them in London doing surveillance and training anyway. Add to that he's in civvies and not an armed police uniform.

Plain clothes firearms officers are not uncommon. Could also have been on call rather than on duty.
As for the balaclava, it's both to protect the officer's identity as well as psychological effect on the suspect.
