GTA 4 and EFLC Performance

OK, so it's 2012 and still it seems I can't play these games smoothly.

Whatever settings I use I can't get smooth gameplay, lots of stutters, even if FPS is good. I'm mainly trying EFLC.

Spec:
2500K @ 4GHz
8GB 1600MHz
AMD 6970 2GB

What I've tried:
Changing the graphics settings in game. Lower is better, but not by much at all.
Command line resrictions, unrestrictions etc..
Installed on SSD, no improvement.
Overclocking, no improvement (from 3.3GHz).
Different patch levels - 1.0.4.0 seems best on GTA 4, but I have EFLC on Steam and it's terrible.
Verifying game cache.

I really think there's some problem with this game and AMD GPUs. I remember that my 8800GTS used to play GTA 4 pretty smoothly on the lower settings. Has anyone with an AMD GPU got it running smoothly? If so, what's your setup and settings?

There are other threads on this topic that are quite a bit older, but none seem to solve this.

I know it's a bad port, I'm not after the usual slating of the game engine, just a solution if anyone has one.

Been trying at this one for years and even with a totally new PC it's the same old stuttering and poor performance.

Has anyone solved this problem?

Not sure about EFLC, but stand alone game was fine for me, so not sure what's going on for you.

I used a Phenom II x2 550 black with a HD 4890 and only 4 gigs of ram, worked perfectly along with an insane amount of mods and spawns from trainers :p

hope you get it sorted buddy.

I'm sure there were lots of stuttering issues with ATI/AMD cards with the original GTA4 so you might be a bit unlucky there unfortunately.

Have you tried turning off the in game clip capture? that gave me a little bit of a boost.

Tbh though it should be running fine with your setup :/

Yeah, always had clip capture off. Can't seem to solve it, only common factor between my old and new machines is AMD cards really.

I'll try one of similar power and report back.

I can get those frames, just with lots of hitches and stutters. Is yours smooth?

Yeah very smooth spinning the camera around etc, I do get the odd stutter but not much. I have heard people talk about stutters when it loads textures but no idea what a fix is.

used to run near maxed out except draw distance on a single 5870. so no issues here, actually used to run near maxed out on an old gtx 280, which was a good deal slower. did i remember hearing the latest patch killed performance? havent played it lately tho.

oh if your getting stutters at a high frame rate, maybe try using msi afterburner to limit your framerate to near your minimum fps, so it doesnt constantly go up and down. that can cause stutter.

That might be the answer, i actually run MSI with every game capped at 60.

I'll give it a go. However, using vsync and when seeing lower framerates this is a still an issue, so I don't think it'll help but worth a try, thanks!

I played GTA IV on my laptop with an AMD A6 APU (Steam, full patches), so I'm sure you can run it. :p

It felt quite slick to me.
