Why do you need a Home Secretary or a justice department when you have the police and CPS?

Why have the treasury department when you have HMRC?

Why have DEFRA when you have the Environment Agency, Forestry Commission, Natural England?

I think you miss the point what the department is for.

The DoC covers: telephony, broadband, TV licensing, radio licensing, theatre, sporting events, cultural events, historic properties, national trust liaison, museums, national ceremonies, all national sport, some design and planning policy, takes care of tourism, takes care of Internet issues.... among others.

I am trying to say that all of those things above alreay have various governing bodies, regulators, funding schemes etc. It's not like Jeremy Hunt is personally responsible for the scheduling of the BBC on a saturday night or what they put on at the Royal Opera house.

And from what I see the CS has vey little sway with any of the organisations that do run them.

If we didn't have a CS, would all the paintings in the Museum Of Modern Art suddenly fall of the walls, would Thompsons forget how to sell a holiday? Would Carlos Tevez decide he's not going to play footbal....OK bad example, but I'm still at a loss as to what he actually does day to day.

Well, you're wrong about that, and missing the fact that none of those governing bodies are elected. Ministers are elected, and have ultimate control over broad policy.

Someone needs to make the laws for the police to enforce.

Same as above, HMRC are resposible for collecting taxes not setting them which is the treasury's job.

There is clearly a difference between a cabinet position that is responsible for setting laws and/or budgets than one that just seems to 'represent' the arts but has no power over it.
 
Also, call me cynical but why do I get the feeling these arrests are in part to make people forget the police were just as culpable in the phone 'hacking' scandal.

I see your point but the public and vast majority of police want corrupt officers weeded out and I hope this investigation does that.

Cops who sell to the press are beneath contempt.

If they are found guilty then they're going to do a few years. Perverting the Course of Justice actually carries a Life sentence, since it undermines the entire Justice system.

In reality the average sentence is around 4 years, considering they're high profile people and the case is in the public interest it wouldn't surprise me in the slightest if they get the upper end of the average - that is if they're found guilty.

I suspect a few more people will end up in the dock, both Police Officers and Press - they've sold their souls and let down the public and deserve to be prosecuted. Definately has the potential to run and will be highly amusing if MP's and Government ministers end up in the mire :)
