Are gifs always animated?

I actually think the OP is thinking of a reverse Toy Story scenario, whereby the animated gifs will shut down if no one is on the webpage, or if they are constantly in animation, waiting to be seen.

You can extract the frames from a gif using something like http://gif-explode.com/, thus if the gif was a static image it would soon become apparent as there would be a single frame.
