You can't grow/build whatever you like on land in the UK.

You need permission to build pretty much anything in the uk (even a fence, etc). I have no idea if it's the same in holland.

You can buy the land, you can gorw whatever you like as long as you enforce your US based security policy.
You will need to man the facility 24/7, else someone might take you for a fool.......
