Cheap laptop for old games

Do you need dedicated graphics?
My brother wants a laptop for less than £400 that will play CSS, TF2 etc.

I found things like:
Intel i3 2.2GHz
4GB RAM
No graphics card

Would this be enough or is a graphics card required.

Also are processors like AMD E-450 a no-go?

If you jump on the Dell outlet store then you will find 15" laptops with something like a GT525m coupled with a i5 for about £400.
