New PC, fans spin than stop, no POST

Hey, I decided to rebuild my PC with pretty much all new parts. However when turning it on nothing is displayed, but all the fans spin for a couple of seconds than stop. This keeps happening until I turn the power off. Every now and than the fans will keep spinning but there will still be no display and the red MemOK LED will stay lit. Thought the Mobo was faulty so ordered a replacement, and unfortunately the same problem occurred. Pretty sure it's not the power supply or the memory as I have done the bare bones test. And the CPU was on the list of CPUs that worked with the motherboard. Been trying this for almost two weeks now, still to no avail.
Badly explained but I will try to verify anything that is not clear.
The build is
Mother Board: Asus P8Z68-V Pro/Gen3
CPU: Intel i7-3770 LGA1155
RAM: Corsair Vengeance 2x4GB and Crucial 2x2GD both DDR3
Graphics card: MSI 2048MB GeForce GTX 670 OC NVIDIA PCI-Express
PSU: OCZ StealthXstream 2 600W
 
Can you see any marking on the board which shows a possible BIOS revision, as if the board is older stock it might not be able to support the CPU, you will need a SB CPU to update the BIOS.

Well my friend has a CPU that could fit in the mobo, he said he'll let me borrow it in a couple of days to see if it boots up, than we'll update the BIOS that way, if it works.

By the way, on another forum someone suggested that the CPU may be bust. Another suggests that the PSU is not powerful enough, could I rule that out due to the PSU powering my old (admittedly weaker build) and the fact that the fans do spin?

Unless the Z68 had a bios update before installing the IB Cpu, it will not work, as RJC has already mentioned. Wait until you have tried your friends cpu before worrying about other causes.

I'll have to wait a couple of days till he can get it to me, but I'll update here with the results :) Thanks
 
Just an update on how the situation is going, got a cheap socket 1155 CPU to place in the mobo while I tried to update the bios. Now both the MemOK LED and the CPU LED stay off, but now the BOOT_DEVICE_LED stays lit. However the whole system keeps spinning, still no post, but feel as if I'm getting somewhere near a solution :)
