Why do we congratulate new offspring?

This man has some valid points. Why is we congratulate the construction of new humans, when we not in any danger of extinction?

We should limit the offspring production to one or two per person.
Perhaps China is heading the right direction?

im sure your parents and 2 older siblings are thinking the exact same thing :p

seriously though, not everyone will have kids, so other people make up for their 1 or 2 ;) and why not congratulate them, its an amazing feeling to become a parent.

What if a woman gives birth to triplets?

Ahh, its these times when i wished humans laid eggs, the first two eggs you can have two lovely kids, the rest of the eggs you can have a protein fueled breakfast.
 
Because it's a major life change, and I guess the congratulations is for taking that step. Not sure if that applies to anything but the first baby though. Congratulations: all that misery and muck and mess and noise and those sleepless nights you endured with your first child, you get to do it all over again.
