Last time I checked, the buses and trains were still running in London which basically means he's doing his job.

In the case, of BJ, nothing more than bluster, waffle and deceit.
According to friends in London, the tubes have been an absolute disaster this year, with sections of lines and stations frequently closed at the weekend. In fairness, this is probably to get them sorted in time for the Olympics. BJ promised to keep the Underground trains running for an extra hour on Friday and Saturday nights - they aren't.
Frankly I doubt that the London Transport system would have been any different if Dick Whittington's cat had been Mayor.
Most significantly, BJ did away with the congestion charge for his core support in affluent West London, cancelled the CO2 charge for Chelsea Tractors, has stalled on the delivery of the Low Emission Zone and has done absolutely nothing actually to reduce traffic. I believe that he promised to have a council tax rebate to encourage more effective insulation in older homes and that has never happened either. All in all, he has been a complete failure on the environment and reducing London's air pollution.
Despite portraying himself as the cycling Mayor, he has not noticeably increased the number of cyclists on the road and his promised cycle superhighways are reported to be a disastrous waste of money for anything other than PR.
As you suggest, BJ is nothing more than a meaningless comedy figurehead for London.
