The Phanteks is pretty much regarded as the best cooler at the moment with both the Silver Arrow and Noctua NH-D14 in equal second place.

Yes but they are already super quiet. Adding an extra fan doesn't help much (couple degrees). Not worth the bother or expense.

They are already pretty quiet. Rather than get two new fans, your best bet is to just run them at reduced fan speed.

very happy with my Phanteks. Using TY-140 fans only because Phanteks didn't come with the free PWM adapter. Have it now but am too lazy to change the fans.

If I was buying now I would consider Alpenfohn K2. It really is a very good cooler.
Also the Thermalright Silver Arrow SB-E Extreme with the TY-143 fans. Same performance as Silver Arrow SB-E up to 1300rpm and the TY-143 fans keep going to 2500rpm. So quiet in normal use with more OC for those occasional hyper-speed runs.
