Best budget PSU for £40 or less?

Whats currently the best Best budget PSU for £40 or less?

Needs at least 4 sata plugs and silent.

I keep coming across the 430W Corsair Builder Series V2 and the Coolermaster GX-Lite 500W being mentioned a lot but some say they are silent and others say they are both noisey?

Its' for a budget Intel G540 desktop that will be used just for general surfing and media playback.

The one Menty mentioned does look awsome being a Seasonic.

400w is plenty as it will never be used for gaming.

Seem to be a lot of reports at Google saying the Antec High Current Gamer 400W has fan rattle which seems odd for a Seasonic.

A decent branded 400W PSU is fine for gaming, but just best not to use with graphic cards that require more than a single PCI-E 6pin.
