Extremely slow Steam download speed since July, any ideas?

This is really starting to bug me now, I upgraded my internet mainly because I was annoyed at the 1mbps download cap and 1.5GB bandwith cap, meaning after I downloaded 1.5GB the 1mbps would drop to 200kbps, can you imagine how long it'd take to download most 10GB games?

Anyway, when I first upgraded it was perfect, downloading at 7 or so mb/s and getting most games in less than 10 minutes which was nice, but ever since the Summer Sale, I've had abysmal speeds.

As you can see, I'm still actually downloading at my peak rate.

400kbps... I've tried basically every server available and they all give 500kbps tops, some giving about 50kbps (China etc). I've reinstalled Steam twice and reset my router a million times, my PC is wired up so there's no crappy wireless effecting anything.

Any ideas? I sent a support ticket thingy to Steam last week, and have been ignored, so I really no clue what to do. Any help is appreciated, thanks!

Also, I wish this fly would **** off, obsessed with my computer screen...
 
I'm on the same speeds you used to be, It was a nightmare downloading Max Payne 3!

I always find that it takes several weeks for my speed to go up after the christmas sales, it's not been too bad during the summer sales but it has only just started hitting 1mb download speeds in the last few days.

With the amount of games people impulse buy and download all at once it wouldn't suprise me if some of their servers are still clogged up.
 
Do you have any idea where I can test p2p speeds on unclogged servers? I find speedtest.net to be inaccurate as hell and it tuns out broadbandspeedchecker.co.uk doesn't actually show your download speed, its your overall internet speed aswell (pathetic mine dropped to 7mbps when it should be 60).

I think it might be more of a problem on my end from the looks of it.

uTorrent - 800kbps max, avg. 400kbps
GTA-Downloads.com - 150kbps
SkyrimNexus.com - 350kbps

any idea where I can find a site that offers unclogged speeds?
 
I imagine virgin is throttling download speeds through steam. You picked the wrong ISP.

Tried downloading really early in the morning?
 
My connections all over the place too.
However, my "all over the place" is 50Mb - 85Mb

Earlier was getting 6.9MB/s on Steam.

Ring them up, it might be due to their upgrade roll out.
Mine's supposedly delayed till next year, yet my Internet's more than half way there.

Try Usenet/newsgroups i use them all the time, they will max your band width out 100%, well until virgin's fair use policy kicks in.
