Ok, so I would probably class her as one of my best friends.

About 2 months ago she needed some money to pay a bill and I borrowed her £40, my understanding was that she would pay me back when she got paid but that day came and went and she never gave it me back.

I didn't want to ask for it as I don't think I should have to. Personally when I owe someone money I hate it and want to clear my debt straight away. So eventually I thought that maybe she had genuinely forgot about it and I would just forget about it.

A few weeks later, she was getting a new sofa delivered and wanted to decorate before it came but didn't have the money until she got paid 3 days after the sofa would have been delivered so I offered to buy the wallpaper and paint and said she could give it me back when she got it and so gave her another £55.

It's been 3 weeks since then, about 2 weeks ago she mentioned something about the money and even said "oh I still owe you that £40 as well" but then nothing since. I have tried making little hints when I have seen her and tried slipping into conversation but again nothing.

She also want's to buy my Android Tablet from me for £100 and keeps saying "when are you bringing it down? I'll have to get the money from the bank" but I don't want to hand it over until I have the cash now as I might never get it.

I know the simple answer seems to be that I should just openly ask for the money, but I don't want to sound like I'm being funny about it or anything. Normally I would probably just let it go but I am pretty skint at the moment myself so that seem's like allot of money.

You didn't borrow her £40, you lent her £40.

Man the hell up and just ask her for it. Why are some people so wet?

Tell her she can have the tablet for £200 and you'll call it quits, or here's a crazy idea just ask her if you can get the money she owes you because you're skint.
Also stop lending her money.

About 2 months ago she needed some money to pay a bill and I leant her £40.

Corrected.

Also, if she's a proper friend, then you wouldn't be worried about getting the money back. Just stop lending her money if you think you're doing yourself over.

Edit. Hot jizz the OcUK pedant brigade are in force tonight !

You've lent someone money, have never asked for the money back, and are now asking what to do?

Seriously?

it hinges on this point "have never asked for the money back", correct that and you're on your way.

I borrowed her £40

I didn't want to ask for it as I don't think I should have to

I can see nothing in his post to say he propped £40 up at an angle against her person? :D
