It seems the CEO of Ubisoft thinks that 93-95% of PC gamers are pirates and the only way to make money in some territories is with the free to play model.
He also says that Ubisoft are basically pinning their hopes on the next generation of consoles to save them.
I'd say to him that if you gave paying customers a better experience than pirates and optimize your games for PC and actually released some decent games, then you'd find that PC gamers are more than happy to part with their cash for a quality product.
I'd also like to add that Valve have made money in Russia without adopting the free to play model by giving their customers a service that piracy doesn't offer.
