To be "racist" against smokers would smokers have to be a race of people ?

Smokers are a social class of people, and race is a purely social construct so you can be racist against smokers.

I had just asusmed they were people who smoked regardless of what race they are

100% agree with Asim on this one.
I and friends/work colleagues have used the 'racist against x' figure of speech for decades sometimes making a word up to go along with it eg fattist, footballist, don'tlikechips&gravyist and so on.

So a black smoker can't be racist to a white smoker because they're a part of the same race?

Black and white are socially constructed labels just like smoker and non-smoker. Anyway you can be racist against people of your own race. Happens all the time.

A scottish white person could be racist against an english white person. Even if they were both immigrants from Poland and both smokers. Now if one of them was gay it gets more complicated.
 
What if you have no race or distinguishing factors?

Hate-ists? I guess hatists would be discrimination against hat wearers.
