erm... so we're calling it an overclock if it boots windows for half a second before crashing?
it's also 1 core 1 thread... so a fully enabled 4 core ivy at 4GHZ would be faster in the vast majority of apps
 
He seems to have gone through a lot of trouble and achieved pretty much nothing.

Yes. The CPU is overclock to 7.102GHz which is the highest achieved. Stable or not it's a record.
 
It depends on the task and the clock speed of the quad.
Assuming 3.9GHz for the quad (maximum stock turbo speed for a 3770K) in a single threaded application yes the single core at 7GHz would be much faster.
