No it isn't. 100% of something is always better than a chance of nothing.
I'd rather have a 100% guarantee of a million dollars which would be life changing for me than half the chance of nothing.
Again it depends on your circumstances but the difference for me from going from where I am now to having a million dollars would make a bigger impact on my life percentage wise than the difference between me having a million and gaining a billion.

I'd be happy to push the button and get nothing, but have my life. I love my life and can't enjoy anything if I'm dead, even if I'm poor financially, at least I'm rich with what I do have in my life.
Well you'd assume you have whatever lifespan you currently have, if you have cancer yeah... maybe hit the green button and live it up insanely for a few months if you get lucky. Otherwise assume you've got a bit of time left.
red every time, $1m is enough to change most peoples lives significantly. Being mortgage free on a good property and still having enough to put away/ invest to ensure a good return. Sure you will still have to work, but I enjoy putting my bit back into the economy.
