I remember a don saying in a post they refused an RMA of a motherboard in the shop a lad on here sent back because in his log he had taken photos of the MB sat on top of the bag.
It has the potential to kill your components and so how ever small should be avoided.

turn the bag inside out so the protective surface is in contact with the components?

I buy mine from Wing Yip in Croydon, this lot ended up costing just over 30p a pack, so the site you mention would be cheaper depending on delivery costs!

Guys putting a motherboard on top of the antistatic bag won't do any harm at all.
There won't be any difference with either side of the antistatic bag.
To create the anti-static effect, the black or silver bags are slightly conductive, forming a Faraday cage around the item to be protected and preventing any localized charges from being deposited onto the protected devices as the bags are handled.

The bag is essentially a faraday cage, protecting the sensitive electronics inside the bag, the bag is conductive and may still hold a charge, you put something on top discharges it zapping whatever touches it.

Just because it hasn't doesn't mean it wont, you wouldn't take a £300 graphics card and give it a quick rub on the floor before you put it in your PC, why take the risk putting it onto an antistatic bag?i always do that and in years and years of PC building it hasn't broken any of my motherboards
