replacing my GTX470

Is your 470 overclocked if so then the answer is NO
If it isn't then its not much of an upgrade.
Either way it would have to be cheap to even be considered over a 7850 or 660.
 
It would be for the most part a side-grade as mentioned above and the GTX470 overclocks massively putting it roughly around stock GTX480 performance on most cards.

There isn't really a good upgrade from a GTX470 at the moment unless you drop a lot on a 7970 or GTX680.
 
Are you comfortable with overclocking the video card? If so then get a 7850.

If not and you want to leave it at manufacturer speeds then get a 7870 or GTX 660.

No. GTX560Ti 448 is effectively a GTX470 with a higher stock clock and lower power consumption that's all. Clock for clock the two cards are the same performance.

Aim for at least a 7950 for an upgrade...otherwise, overclock your GTX470 is you haven't done so yet.
 
560ti 448 has more texture units so along with the higher clock rate its a fair bit faster than the 470 for some stuff out the box as well as using less power - but if you overclock both they pretty much top out at fairly even levels of performance.
