No idea but you didnt specify incidents that have happened, you asked if it was necessary to taser blind people which implied in any circumstances.... I was just replying with an example.

Yes in certain rare circumstances e.g. blind person with a large knife self cutting. Safest way to preserve the blind persons life and for protection of officers is to taser them IMHO as opposed to trying to go in with baton strikes. Of course, this is only if a taser is available there and then.

In all likelihood yes. MH issues are common in many jobs police attend, it makes sense that some of them may be blind or partially sighted.
