The licences refer to the number for client devices you can have. This is particularly important if you plan to use the WHS2011 server as a internet gateway, sharing your home broadband connection.
If you do this, you need to make sure you have enough licences for all the devices you may want to access the internet through the server. Not enough and you'll end up b0rking internet access for the unlucky devices after the first 10.
EDIT: If you're not using ICS (or whatever they call it in WHS2011) then the client devices will be things that need to access resources on the WHS2011 server, which may cut down the number of licenses you need.
WHS 2011 is not a domain controller and has no impact on client internet connectivity. Client PCs receives a network IP and DNS via DHCP running on the router in a typical household environment.
Each client PC that you install the connector software on (required is you want WHS to automatically backup a client) requires a licence, there is a total of ten licenses.
You can remove a client from the server at anytime by uninstalling the connector and removing the client in the WHS dashboard. Removing a client will free up a license which can then be reused.
