Can you spec me a very cheap/budget system? (Just for catchup tv)

Hi - I would like a small (if possible) cheap system to allow me to access the internet for BBC iplayer/ITV catchup/4od etc. I would like HDMI output and either a coax or S/DIF audio output. I will be running Win 7 on the system and will be using my lcd as a monitor. I have a spare dvd drive kicking about so wouldn't need that. Quiet running would also be nice seeing as it will be used in the living room.

What kind of thing am I looking for/after? The cheaper the better! Many thanks
