Depends really. If you didn't know better you might think the cost and resources needed for deep sea oil drilling seems mad for some brown stick stuff but obviously the net energy is positive.

Electrolysing water to extract hydrogen to be burnt in an IC engine can not possibly yield a positive net energy. This is effectively another Nigerian scam.

You could use renewable energy to eletrolyse the water/urine, but then you are simply using hydrogen as an energy storage medium, similar to a battery.
