Which of these 2 is the best if not over clocking ? but has the potential to be over clocked if I feel like over clocking later ?
and which is the fastest performance wise before been over clocked ?

Lightning again.

Best out of the box clocks, best clocker, best cooler (TFIV cooler uses 11cm fans, I think the TFIII cooler is only ~9cm).
