Farther in law wants a new PC built on a budget and i have put together a few components from OCUK and if possible was looking for some advice please.

Does he really need a sound card? Nevertheless, I'd suggest if your going AMD to at least go Piledriver. Heck, even a Intel Pentium/i3 would be suitable.
 
I agree with Lukie he doesn't really need the sound card, and a i3 processor would be fine, but I would recommend i5..
 
World of tanks and web browsing would run as smooth as anything on a toaster.

Either would be fine for running world of tanks on maximum settings, or indeed any game, including the likes of BF3 and Crysis on lower settings.

The parts you selected are outdated, overpowered and overpriced.

I have a machine in my cupboard which I built from used/reflowed/reclaimed/donated parts. It cost me £60, and it can play any game out there with good settings and good frames.

Ah in that case a sound card might be a good idea. Does he use headphones, speakers or both..? what speakers/headphones?

Yeah he uses both, i believe he uses Logitech speakers, left right and a base speaker. Im sorry but i don't know the model.
I know he has some Roccat 5.1 headphones, i believe they are these

Just a question on the processor's guys, is the Piledriver better than the Bulldozer?
Reason i ask is because i have had a chat with him and he wants to go AMD with a Asus board so would these two work well together ??

Yes piledriver is better than bulldozer. Why does he want to go AMD?

He has an old AmD on his last shop bought PC and is happy with the brand,
I myself have a Sandy Bridge 2500k i5 and love it. I have tried talking him into Intel but he does not want to know, Some people are just set in there ways lol

I also think Budget is an issue too.

Well in that case, Piledriver it is then. Even trinity will do the job. You could try saying that by going Intel, when the need comes for you to upgrade you can simply give him your current i5?

I would highly recommend these in a push pull configuration and there is tremendous cooling potential with no increase in noise. Match the two fans for air pressure on either side of the radiator by getting identical fans.

An air cooler would be sufficient for this pc. No need to spend £100+ on a liquid cooler.
