How would this stand in a court of law?

Enlighten me. I don't actually know how the law reads in regards to temporary structures etc...
 
This was on Reddit yesterday. Someone chimed in that it was an art installation not shelter.

I think it was also displayed on Hampstead Heath in London a few years ago.

Mixed emotion about it, on one hand its a great house, and i wouldn't wish the demotion order on him knowing what he will have gone through to build that. On the other planning laws are very important and allowing that to stay would open the flood gates. On balance i believe that is was certainly the right decision that it was ordered to be demolished. :(
