if you google PSU paperclip test there are countless videos and tutorials to walk you through a simple test, to see if it's actually the CPU.
That would be my recommendation anyway, then you'll know if it's the psu or something more serious..

They are probably the best at what they do
A lot of other manufacturers have Seasonic oem units (Antec, xfx, corsair).
