Another what PC spec help please

I need some help with specing a new PC for a friend of mine. He is a semi-pro photographer so needs a new PC for photoshoping/photo editing, dealing with large RAW images and maybe some video editing too. What spec machine would be best. Not too pricey please.

You are probably looking at an i7 3770k and at least 16GB ram.
What is his budget and what exactly does he require? Does he have an OS, case, monitor or any components he can reuse.
 
I built the system in my sig for similar purposes after posting a similar request.
A few weeks later, following forum advice and on budget I had what I needed for LR4, PS and handling large RAW files...


...now all I do is play GW2 on it though. Bleh! ;)

He would need everything.. starting with a blank slate. So a powerful i7 and lots of RAM is needed.. or would a i5 do with lots of RAM? He is not into overclocking either.
Would it be cheaper to buy a top end off the shelf PC? A monitor is not needed as he already has a high end 24" one.

I don't think Photoshop is that CPU hungry, i know video editing programs (and some CAD programs) are. I think PS uses RAM mainly. An i5 should do. The reason im hesitant is due to the non-overclocking fact. I'd normally say an overclocked i5 will be perfect, as Ocing it to 4.3-4.5 will give you a fair 10%-15% more performance.
