Good 650w PSU for ~£70?

I've been looking at PSU's for around the £70 mark and people seem to be complaining about noise, and these are about reputable brands like; Corsair, OCZ etc. Is it because these people are used to having dead silent PSUs or are they genuinely noisy?

A couple with noise compaints are:

I had the 850w version of this PSU, very quiet, also any of the Corsair AX PSUs are very quiet too, thought not sure of the latter's cost?

I have the 750w version and I cannot fault it in any way, no whine or noise of any kind. Also have Seasonic internals and a 5yr warranty.

I have the Corsair TX850 V2, and it's the loudest thing in my case, fan goes like the clappers at idle. Be warned.

I don`t even hear mine under full load. Seems you were unlucky, maybe you ought to send it back.
